A preliminary building application for an apartment building with 8 apartments has been approved. The plans envisage 3 residential units each on the ground floor and upper floor with 2 rooms, cooking, storage, bathroom, terrace or balcony with areas of approx. 62 and approx. 64 m² respectively.
On the top floor, 2 apartments with 4 rooms, kitchen, bathroom and balcony with approx. 90 m² are planned. The living space amounts to 597.81 m² if balconies and terraces are taken into account half and 563.09 m² if balconies and terraces are taken into account 0.25 % in accordance with the requirements of public funding. Spacious cellars and ancillary areas are planned in the basement. Alternatively, it is also possible to build without a basement. 12 parking spaces are planned on the property.
It is possible to obtain public funding for the apartments from the Investitions- und Strukturbank Rheinland-Pfalz (ISB Rheinland-Pfalz). The details are regulated in detail in program 551.
The amount of the subsidy depends on the location of the property (rent level 1 - 7), the occupancy rate, the length of occupancy, the type of apartment, the property's furnishings and the size of the apartments. Zerf is classified in rent level 5 (i.e. the third highest level). Here, the basic subsidy amounts to EUR 1,900 to EUR 2,800 per m² of eligible living space, depending on the tenant's occupancy and income level). Substantial additional loans can also be obtained by building in energy class KFW 55 or KFW 40 EE or 40 NH. The ISB grants a repayment subsidy of 45% or 50% on the basic subsidy and 50% on the additional loans.
Based on the planning, loans of up to EUR 1,694,700 can be claimed on the basis of the eligible living space of 538 m² and the KFW 40 construction method. This amount may increase due to location-related additional costs. A repayment subsidy of up to 50% - corresponding to EUR 847,350 - can be claimed here. The loan is reduced by this amount. The interest rate is as follows for a fixed term of 30 years:
a) from year 1 to year 10 - 0%
b) from year 11 to year 15 - 0.5%
c) from year 16 to year 30 - 1 %
The rent for this subsidy is EUR 6.40/m² with an annual increase of 1.75 %. Additional rents can be subsidized for kitchens and parking spaces.
Irrespective of the subsidy from the ISB Rheinland-Pfalz, a KFW subsidy under program 298 is possible with appropriate construction methods and corresponding evidence.
The newly built apartments can now be depreciated annually at 5% of the respective book value/residual value if they are rented out in accordance with the changes to the declining balance method of depreciation recently adopted in the Growth Schemes Act.
